The Elk County Housing Authority (ECHA) is proud to announce that it has been designated a High Performer by the U.S. Department of Housing and Urban Development (HUD) under the Public Housing Assessment System (PHAS).
The High Performer designation is HUD’s highest recognition for housing authorities and is awarded to agencies that demonstrate excellence in financial management, property operations, capital fund management, and overall program administration. To achieve this designation, a housing authority must earn an overall PHAS score of 90 percent or higher while meeting or exceeding performance standards in all assessed areas.
This achievement reflects the dedication and hard work of the Elk County Housing Authority Board of Directors, staff, residents, and community partners. Their commitment to providing safe, quality, and affordable housing has helped ECHA maintain high standards of service while responsibly managing public resources.

As a High Performer, ECHA is eligible for HUD incentives and receives national recognition for its outstanding performance and stewardship of federal housing resources.
